How do K-dramas like Cinderella at 2AM continue to captivate audiences with their blend of fantasy and romance?

The first—and most obvious—part is that “romantasies” (romantic fantasies) have a sizeable audience that enjoys them and demonstrates that enjoyment by watching them. So long as this type of programming gets good numbers, the industry will keep making them. That’s also why there continues to be a market for reality programming and crime dramas.
So as long as the industry continues to stay in touch with what the viewers want to see and then invests in making quality products, viewers will continue to be captivated by them.
The second part is the quality of the productions—the writing, the acting, and the production values (special effects, cinematography, music, costuming, sets, etc.). The Korean entertainment industry has invested a lot in getting the best writers, actors, directors, and behind-the-scenes people they can afford. And they can afford a lot, particularly when advertising dollars/won are included. As well, in the case of romantasies, that can include an extra investment for good special effects.

In my opinion, there are really two parts to this answer.
